An FBI advisory aimed at Internet Cafe owners instructs businesses to report people who regularly use cash to pay for their coffee as potential terrorists.

The flyer, issued under the FBI’s Communities Against Terrorism (CAT) program, lists examples of “suspicious activity” and then encourages businesses to gather information about individuals and report them to the authorities.

“Each flyer is designed for a particular kind of business,” writes Linda Lewis, a former policy analyst and planner for the U.S. government. “For example, this list was prepared for owners of internet cafes. Unquestionably, someone planning a terrorist attack has engaged in one or more of the “suspicious” activities on that list. But so, too, have most of the estimated 289 million computer users in this country.”

FBI seeking social media monitoring tool

The US Federal Bureau of Investigation is looking for a tool to mine social media for intelligence tips.

The US domestic law enforcement agency is asking information technology contractors about the feasibility of building a tool that would "enhance its techniques for collecting and sharing 'open source' actionable intelligence."

The January 19 open request was published on a website offering federal business opportunities and was first reported by New Scientist magazine.

The FBI said it is seeking an "open source and social media alert, mapping and analysis application solution" for its Strategic Information and Operations Center (SIOC).

J. Edgar Hoover Was Much Worse Than New ‘Tell-All’ Movie Depicts

As panning critics drove moviegoers away from Hollywood’s glossed-over depiction of J. Edgar Hoover in the movie J. Edgar faster than the Democrats could force the nosedive of Herman Cain in the polls, much comes to mind about the distorted, historical portrait of the 48-year reign of America’s top G-man.

While no one dared discuss it while he was alive, Hoover was a bad example of a lawman. A closet homosexual (although claims he was a transvestite are probably untrue), he authorized illegal wiretapping and surveillance bugs on innocent people, as well as suspects, and maintained continuing dossiers on everybody who was anybody—all of which made him the 20th century’s poster boy for rampant abuse of power. Phony FBI Terror Plots Garner Increased International Scrutiny

On Nov. 18 Jose Pimentel, an American citizen from the Dominican Republic, was arrested in New York and charged with constructing a pipe bomb. A federal informant who had been monitoring him sat by, giving him directions, having already instructed Pimentel to attack an American target in revenge for the assassination of American Islamic cleric Anwar al-Awlaki. Reuters and other news agencies immediately met reports of the plot with skepticism, especially after they said Pimentel bought his bomb-making materials while accompanied by the informant, who eventually caused his arrest.

This incident was the latest in a series of bogus terror arrests that has drawn the attention of international media sources, particularly Britain’s Guardian newspaper, which ran a Nov. 16 exposé on increasing governmental efforts to fabricate terror incidents in order to generate fear that can be used to control the American people.

The Guardian report followed a study by the University of California at Berkeley showing that only three of the hundreds of terror plots investigated by the United States may have had an existence independent of the FBI. Federal informants have been scouring the country trying to create terrorist incidents in order to help the careers of U.S. attorneys and justify excessive American expenditure on anti-terrorist campaigns.

The FBI has 10,000 field agents on its payroll, and each of those agents is required to have at least four informants working for him full time, manufacturing crimes, in exchange for a paltry $400 a week, plus up to a $2,000 bonus if their lies lead to a conviction. On average, each FBI agent maintains approximately 10 such informants, meaning that 100,000 Americans on the FBI’s payroll do nothing with their day but manufacture criminal conspiracies. The U.S. Marshals, DEA, Immigration and Customs Enforcement and BATFE maintain similar programs, meaning that as many as half a million Americans are earning a full-time living attempting to lure other Americans into criminal acts, only to be prosecuted by the government.

“Legally, you have to use the word ‘entrapment’ very carefully. It is a very strict legal term,” said Karen Greenberg, a professor at Fordham University.

Under U.S. law, all an FBI agent has to do in order to “sting” someone for a terror plot is show that he was “predisposed” to commit acts of terrorism. To qualify as predisposed, all one must do is express a strong opinion either opposing the U.S. government or supporting an ideology the government believes is opposed to it. Thus, if a person were to express a strong belief in Islam, that would be sufficient for U.S. domestic intelligence forces to suggest that that person commit a terrorist act, then provide him with items necessary to carry out the act.

Generally, the FBI tries to lure victims into conspiracies, in which several people with similar ideas are brought together and persuaded to commit a crime in unison—a maneuver that means that no actual ability to carry out the attack need be present. But, sometimes, the FBI is unable to bring a group of people together, in which case it manufactures the crime by providing explosives—or explosive material and instructions—to its victim, and then arrests him.

David Williams did not have an easy life. He moved to Newburgh, a gritty, impoverished town on the banks of the Hudson an hour or so north of New York, at just 10 years old. For a young, black American boy with a father in jail, trouble was everywhere.

Williams also made bad choices. He ended up going to jail for dealing drugs. When he came out in 2007 he tried to go straight, but money was tight and his brother, Lord, needed cash for a liver transplant. Life is hard in Newburgh if you are poor, have a drug rap and need cash quickly.

His aunt, Alicia McWilliams, was honest about the tough streets her nephew was dealing with. "Newburgh is a hard place," she said. So it was perhaps no surprise that in May, 2009, David Williams was arrested again and hit with a 25-year jail sentence. But it was not for drugs offences. Or any other common crime. Instead Williams and three other struggling local men beset by drug, criminal and mental health issues were convicted of an Islamic terrorist plot to blow up Jewish synagogues and shoot down military jets with missiles.

Even more shocking was that the organisation, money, weapons and motivation for this plot did not come from real Islamic terrorists. It came from the FBI, and an informant paid to pose as a terrorist mastermind paying big bucks for help in carrying out an attack. For McWilliams, her own government had actually cajoled and paid her beloved nephew into being a terrorist, created a fake plot and then jailed him for it. Even Those Cleared of Crimes Can Stay on F.B.I.’s Watch List

WASHINGTON — The Federal Bureau of Investigation is permitted to include people on the government’s terrorist watch list even if they have been acquitted of terrorism-related offenses or the charges are dropped, according to newly released documents.

The files, released by the F.B.I. under the Freedom of Information Act, disclose how the police are instructed to react if they encounter a person on the list. They lay out, for the first time in public view, the legal standard that national security officials must meet in order to add a name to the list. And they shed new light on how names are vetted for possible removal from the list.

Inclusion on the watch list can keep terrorism suspects off planes, block noncitizens from entering the country and subject people to delays and greater scrutiny at airports, border crossings and traffic stops.

The database now has about 420,000 names, including about 8,000 Americans, according to the statistics released in connection with the 10th anniversary of the Sept. 11 attacks. About 16,000 people, including about 500 Americans, are barred from flying...[Full Article]

FBI organizes almost all terror plots in the US

The Federal Bureau of Investigation employs upwards of 15,000 undercover agents today, ten times what they had on the roster back in 1975.

If you think that’s a few spies too many — spies earning as much as $100,000 per assignment — one doesn’t have to go too deep into their track record to see their accomplishments. Those agents are responsible for an overwhelming amount of terrorist stings that have stopped major domestic catastrophes in the vein of 9/11 from happening on American soil.

Another thing those agents are responsible for, however, is plotting those very schemes.

The FBI has in recent years used trained informants not just to snitch on suspected terrorists, but to set them up from the get-go. A recent report put together by Mother Jones and the Investigative Reporting Program at the University of California-Berkley analyses some striking statistics about the role of FBI informants in terrorism cases that the Bureau has targeted in the decade since the September 11 attacks.

The report reveals that the FBI regularly infiltrates communities where they suspect terrorist-minded individuals to be engaging with others. Regardless of their intentions, agents are sent in to converse within the community, find suspects that could potentially carry out “lone wolf” attacks and then, more or less, encourage them to do so. By providing weaponry, funds and a plan, FBI-directed agents will encourage otherwise-unwilling participants to plot out terrorist attacks, only to bust them before any events fully materialize.

Additionally, one former high-level FBI officials speaking to Mother Jones says that, for every informant officially employed by the bureau, up to three unofficial agents are working undercover.

The FBI has used those informants to set-up and thus shut-down several of the more high profile would-be attacks in recent years. The report reveals that the Washington DC Metro bombing plot, the New York City subway plot, the attempt to blow up Chicago’s Sears Tower and dozens more were all orchestrated by FBI agents. In fact, reads the report, only three of the more well-known terror plots of the last decade weren’t orchestrated by FBI-involved agents.

The report reveals that in many of the stings, important meetings between informants and the unknowing participants are left purposely unrecorded, as to avoid any entrapment charges that could cause the case to be dismissed. Perhaps the most high-profile of the FBI-proposed plots was the case of the Newburgh 4. Around an hour outside of New York City, an informant infiltrated a Muslim community and engaged four local men to carry out a series of attacks. Those men may have never actually carried out an attack, but once the informant offered them a plot and a pair of missiles, they agreed. Defense attorneys cried “entrapment,” but the men still were sentenced to 25 years apiece.

"The problem with the cases we're talking about is that defendants would not have done anything if not kicked in the ass by government agents," Martin Stolar tells Mother Jones. Stolar represented the suspect involved in a New York City bombing plot that was set-up by FBI agents. "They're creating crimes to solve crimes so they can claim a victory in the war on terror." For their part, the FBI says this method is a plan for "preemption," "prevention" and "disruption."

The report also reveals that, of the 500-plus prosecutions of terrorism-related cases they analyzed, nearly half of them involved the use of informants, many of whom worked for the FBI in exchange for money or to work off criminal charges. Of the 158 prosecutions carried out, 49 defendants participated in plots that agent provocateurs arranged on behalf of the FBI.

Experts note that the chance of winning a terrorism-related trial, entrapment or not, is near impossible. "The plots people are accused of being part of — attacking subway systems or trying to bomb a building — are so frightening that they can overwhelm a jury," David Cole, a Georgetown University law professor, tells Mother Jones. Since 9/11, almost two-thirds of the cases linked to terrorism have ended with guilty pleas. “They don't say, 'I've been entrapped,' or, 'I was immature,’” a retired FBI official remarks.

All of this and those guilty pleas often stem for just being in the right place at the wrong time. Farhana Khera of the group Muslim Advocate notes that agents go into mosques on “fishing expeditions” just to see where they can get interest in the community. "The FBI is now telling agents they can go into houses of worship without probable cause," says Khera. "That raises serious constitutional issues."

From the set-up to the big finish, the whole sting operation is ripe with constitutional issues such as that. A decade since 9/11, however, the FBI is reaching through whatever means it can pull together to keep terrorists — or whom they think could someday become one — from ever hurting America.

Congressional investigators probing the controversial "Fast and Furious" anti-gun-trafficking operation on the border with Mexico believe at least six Mexican drug cartel figures involved in gun smuggling also were paid FBI informants, officials said Saturday.

The investigators have asked the FBI and the Drug Enforcement Administration for details about the alleged informants, as well as why agents at the Bureau of Alcohol, Tobacco, Firearms and Explosives, which ran the Fast and Furious operation, were not told about them.

The development raises further doubts about the now-shuttered program, which was created in November 2009 in an effort to track guns across the border and unravel the cartels' gun smuggling networks. The gun tracing largely failed, however, and hundreds of weapons purchased in U.S. shops later were found at crime scenes in Mexico.

The scandal has angered Mexican officials and some members of Congress. Investigators say nearly 2,500 guns were allowed to flow illegally into Mexico under the ATF program, fueling the drug violence ravaging that country and leading to the shooting death of a U.S. border agent.

F.B.I. Seizes Web Servers, Knocking Sites Offline

The F.B.I. seized Web servers in a raid on a data center early Tuesday, causing several Web sites, including those run by the New York publisher Curbed Network, to go offline.

The raid happened at 1:15 a.m. at a hosting facility in Reston, Va., used by DigitalOne, which is based in Switzerland, the company said. The F.B.I. did not immediately respond to a request for comment on the raid.

In an e-mail to one of its clients on Tuesday afternoon, DigitalOne’s chief executive, Sergej Ostroumow, said: “This problem is caused by the F.B.I., not our company. In the night F.B.I. has taken 3 enclosures with equipment plugged into them, possibly including your server — we cannot check it.”

Mr. Ostroumow said that the F.B.I. was only interested in one of the company’s clients but had taken servers used by “tens of clients.”

He wrote: “After F.B.I.’s unprofessional ‘work’ we can not restart our own servers, that’s why our Web site is offline and support doesn’t work.” The company’s staff had been working to solve the problem for the previous 15 hours, he said...[Full Article]

Bellevue Family Suing FBI For Suspect Search At Home

PITTSBURGH -- A Bellevue family said it’s suing the FBI after agents mistakenly entered their home with guns drawn looking for a suspect who wasn’t there.

Attorney Tim O’Brien said 12 officers, including members of the FBI, entered the home with assault rifles in March looking for a woman who had moved out two years earlier and who was not related to the family currently living there., the Adamses.

Grandmother Denise Adams said she fell to the floor when agents entered her home.

“They had all these red dots everywhere … on the floor, on my face, on my chest. I was scared I was going to get shot,” she said.

F.B.I. Agents Get Leeway to Push Privacy Bounds

WASHINGTON — The Federal Bureau of Investigation is giving significant new powers to its roughly 14,000 agents, allowing them more leeway to search databases, go through household trash or use surveillance teams to scrutinize the lives of people who have attracted their attention.

The F.B.I. soon plans to issue a new edition of its manual, called the Domestic Investigations and Operations Guide, according to an official who has worked on the draft document and several others who have been briefed on its contents. The new rules add to several measures taken over the past decade to give agents more latitude as they search for signs of criminal or terrorist activity.

The F.B.I. recently briefed several privacy advocates about the coming changes. Among them, Michael German, a former F.B.I. agent who is now a lawyer for the American Civil Liberties Union, argued that it was unwise to further ease restrictions on agents’ power to use potentially intrusive techniques, especially if they lacked a firm reason to suspect someone of wrongdoing.

“Claiming additional authorities to investigate people only further raises the potential for abuse,” Mr. German said, pointing to complaints about the bureau’s surveillance of domestic political advocacy groups and mosques and to an inspector general’s findings in 2007 that the F.B.I. had frequently misused “national security letters,” which allow agents to obtain information like phone records without a court order...[Full Article]

One in four US hackers 'is an FBI informer'

The underground world of computer hackers has been so thoroughly infiltrated in the US by the FBI and secret service that it is now riddled with paranoia and mistrust, with an estimated one in four hackers secretly informing on their peers, a Guardian investigation has established.

Cyber policing units have had such success in forcing online criminals to co-operate with their investigations through the threat of long prison sentences that they have managed to create an army of informants deep inside the hacking community.

In some cases, popular illegal forums used by cyber criminals as marketplaces for stolen identities and credit card numbers have been run by hacker turncoats acting as FBI moles. In others, undercover FBI agents posing as "carders" – hackers specialising in ID theft – have themselves taken over the management of crime forums, using the intelligence gathered to put dozens of people behind bars.

So ubiquitous has the FBI informant network become that Eric Corley, who publishes the hacker quarterly, 2600, has estimated that 25% of hackers in the US may have been recruited by the federal authorities to be their eyes and ears. "Owing to the harsh penalties involved and the relative inexperience with the law that many hackers have, they are rather susceptible to intimidation," Corley told the Guardian.

"It makes for very tense relationships," said John Young, who runs Cryptome, a website depository for secret documents along the lines of WikiLeaks. "There are dozens and dozens of hackers who have been shopped by people they thought they trusted."

The best-known example of the phenomenon is Adrian Lamo, a convicted hacker who turned informant on Bradley Manning, who is suspected of passing secret documents to WikiLeaks. Manning had entered into a prolonged instant messaging conversation with Lamo, whom he trusted and asked for advice. Lamo repaid that trust by promptly handing over the 23-year-old intelligence specialist to the military authorities. Manning has now been in custody for more than a year.

For acting as he did, Lamo has earned himself the sobriquet of Judas and the "world's most hated hacker", though he has insisted that he acted out of concern for those he believed could be harmed or even killed by the WikiLeaks publication of thousands of US diplomatic cables.

FBI Steps Up Harassment of Political Activists

“According to the FBI, people scrawling with sidewalk chalk and even those attending documentary screenings of controversial films can pose a threat to Homeland Security,” explains RTAmerica in a description attached to the above video. “Chicano activist Carlos Montes says this new widespread attack targeted against peace advocates and immigration rights activists is only the newest wave in the federal government’s attempt at silencing the outspoken.”

The FBI has served as a political police force since its creation as the Justice Department’s Bureau of Investigation in 1908. It’s mission is to squelch political dissent frowned upon by the elite.

In the early years, the FBI used deportations and the career-destroying Palmer raids to target union leaders and communists. Later on, it targeted anti-war and civil rights activists. It has since enlarged its target list to include environmentalists – those who have wandered from the globalist foundation reservation – and activists within the patriot movement described the the Department of Homeland Security as dire threats to the national security of the United States.

Under COINTELPRO, the FBI illegally entered and trashed homes and offices, arrested countless activists, sent libelous letters to the media and employers, falsely prosecuted and withheld information in trials, and engaged in violence and assassination against the government’s political enemies. From 1943 until 1963 the FBI paid an estimated 1,600 informants $1,680,592 and used 20,000 days of wiretaps to undermine legitimate and entirely legal political organizing (see America’s Secret Police).

Laws enacted after the attacks of September 11, 2011, are not designed to protect us from cave-dwelling Muslims, as we are repeatedly told. The high-tech police state now going into place around us is designed to prevent political resistance to a tyrannical state.
