The number of so-called "stop and frisks" is rising.

City police officers stopped and questioned 684,330 people on the street last year, a record since the NYPD began yearly tallies of the tactic in 2002 and a 14 percent increase over 2010.

It couldn't be determined how many people were patted down during the encounters, according to the Wall Street Journal.

CIA to pull officer from NYPD after internal probe

WASHINGTON — A CIA operative's unusual assignment inside the New York Police Department is being cut short after an internal investigation that criticized how the agency established its unprecedented collaboration with city police, The Associated Press has learned.

In its investigation, the CIA's inspector general faulted the agency for sending an officer to New York with little oversight after the Sept. 11, 2001, terrorist attacks and then leaving him there too long, according to officials who have read or been briefed on the inquiry. They spoke only on condition of anonymity because they weren't authorized to discuss the investigation. The CIA said last month that the inspector general cleared the agency of any wrongdoing.

The inspector general opened its investigation after a series of AP articles that revealed how the NYPD, working in close collaboration with the CIA, set up spying operations that put Muslim communities under scrutiny. Plainclothes officers known as "rakers" eavesdropped in businesses, and Muslims not suspected of any wrongdoing were put in intelligence databases.

The CIA officer cited by the inspector general for operating without sufficient supervision, Lawrence Sanchez, was the architect of spying programs that helped make the NYPD one of the nation's most aggressive domestic intelligence agencies. New York Moves to Deploy Body Scanners on Street in Search for Guns

NYPD Commissioner Ray Kelly told CBS in New York his department is looking to deploy Terahertz Imaging Detection scanners on the street in the war on “illegal guns.”

Kelly said the scanners would be used in “reasonably suspicious circumstances” and intended to cut down on the number of stop-and-frisks on the street. So called stop-and-frisks are considered a violation of the Fourth Amendment.

New York City is largely a Second Amendment free zone. The city’s mayor, Michael Bloomberg, has said that citizens “acting outside of any governmental military effort” should not be allowed to protect themselves with firearms.

“The NYPD and Department of Defense are working together testing Terahertz Imaging Detection, a new way to get concealed illegal weapons off the streets,” CBS reports. Terahertz Imaging Detection measures energy radiating from the body up to 16 feet away and can detect anything blocking it.

The ACLU and civil libertarians oppose the effort to use the technology on the street. “It’s worrisome. It implicates privacy, the right to walk down the street without being subjected to a virtual pat-down by the Police Department when you’re doing nothing wrong,” the NYCLU’s Donna Lieberman said.

In addition to violating the Fourth Amendment, the proposed technology would subject citizens to a documented health risk – the destruction of DNA.

Studies reveal that THz waves “unzip double-stranded DNA, creating bubbles in the double strand that could significantly interfere with processes such as gene expression and DNA replication,” according to MIT’s Technology Review.

If we are to believe CBS, most residents either are not concerned about the privacy aspects of the technology or think it is a reasonable trade-off to stop gun crime and terrorism.

CBS does not mention the ability of THz to destroy DNA. If they did, no doubt most people interviewed would oppose the new technology.

CIA's watchdog: No problem with NYPD partnership

WASHINGTON (AP) – The CIA said Friday its internal watchdog found nothing wrong with the spy agency's close partnership with the New York Police Department.

The agency's inspector general concluded that no laws were broken and there was "no evidence that any part of the agency's support to the NYPD constituted 'domestic spying'," CIA spokesman Preston Golson said.

The inspector general decided to do a preliminary investigation after a series of stories by The Associated Press revealed how after the 9/11 attacks the CIA helped the NYPD build domestic intelligence programs that were used to spy on Muslims. A CIA officer also directed intelligence collection and reviewed reports, according to former NYPD officials involved.

The revelations troubled some members of Congress and even prompted the director of national intelligence, James Clapper, to remark that it did not look good for the CIA to be involved in any city police department. Thirty-four lawmakers have asked for the Justice Department to investigate but so far that request has gone nowhere...[Full Article]

CIA Advertises Its Takeover of Local Law Enforcement

The NYPD’s comfy relationship with the CIA is back in the news again. In August it was reported that the spook agency was working with the cops in New York to spy on Muslims. The CIA and the NYPD began working together a few months after the 9/11 attacks.




NYPD spokesman Paul Browne said at the time that the chief of the NYPD’s intelligence division is led by David Cohen, a CIA veteran prior to coming to the NYPD in 2002. He said the department’s counter-intelligence program foiled 13 terror plots since September 11, 2001, through a collaboration with the FBI and other federal agencies.

The FBI routinely entraps witless patsies and then claims it prevented terrorist attacks.

Although the CIA’s charter supposedly bars it from operating domestically, it began doing so before the ink was dry on the National Security Act of 1947. The Patriot Act established a direct link between law enforcement and the CIA.

The CIA now works directly with the Joint Terrorism Task Force (JTTF) in New York, which has hundreds of NYPD detectives assigned to it. JTTF is comprised of the FBI and other federal agencies , including the Department of Homeland Security, the U.S. Coast Guard Investigative Service, U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, the Transportation Security Administration, and the U.S. Secret Service and state and local law enforcement.

In order to understand what the CIA hopes to accomplish, check out what it did with its Operation CHAOS, one of the largest and most pervasive domestic surveillance programs in the history of the United States.

The JTTF has collaborated with police departments around the country since at least the mid-1990s, well before the so-called war on terror.

The FBI likes to portray itself as the federal agency that tracks down bank robbers and kidnappers, but in fact it specializes in persecuting people outside the acceptable political parameters established by the government. This became obvious last year when the FBI and the JTTF raided the homes of antiwar activists in Minneapolis and Chicago. Documents reveal the FBI considers antiwar activists as terrorists and have equated nonviolent protest with domestic terrorism.

Earlier this year, the Portland City Council voted to allow closer integration of its cops and the JTTF despite fierce community opposition. The council made its decision after the FBI staged the arrest of Somali-American Mohamed Osman Mohamud on terrorism charges and showboated it before an appreciative corporate media.

In New York and elsewhere around the country, the FBI, JTTF — and the above mentioned medley of agencies and bloated bureaucracies – along with local cops and the CIA work together in undercover operations against not only Muslims, but political activists.

We can now expect illegal CIA operations against Americans to become militarized under the direction of David Petraeus, the new CIA director.

Senator Dianne Feinstein, D-Calif., the chairwoman of the Senate Intelligence Committee, said the CIA has “no business or authority in domestic spying, or in advising the NYPD how to conduct local surveillance,” but her complaint will not stop the ongoing consolation of federal and local cops increasingly under the direction of the CIA, an outlaw agency known for overthrowing countries and assassinating pesky opponents in foreign lands.

The FBI and the CIA are putting the finishing touches on a political surveillance police sate apparatus. It is being sold under the phony rubric of terrorism prevention, never mind terrorists the government offers as examples are by and large clueless patsies, drunks and drug addicts, the mentally ill and loudmouthed miscreants who make the mistake of talking about al-Qaeda or agreeing with agents provocateurs to bomb airports and other targets despite the fact they are mostly incapable of doing so.

New York City Police Commissioner Raymond Kelly sent CEO and Chairman Jamie Dimon a note expressing "profound gratitude" for the company's donation.

"These officers put their lives on the line every day to keep us safe," Dimon said. "We're incredibly proud to help them this program and let them know how much we value their hard work."

Anonymous is on the hunt for the cop featured in a video pepper-spraying Occupy Wall Street protesters for no apparent reason. They say they've found him, and are circulating a document with his and his family's personal information. This could get ugly.

According to a document posted on Pastebin.com, the cop who blasted young women in the face with pepper spray in the now-iconic video above is NYPD Captain Deputy Inspector Anthony Bologna. Bologna was identified as the pepper-sprayer by a photographer who witnessed the incident and posted a blown-up image of his badge to his blog.

The Pastebin document, which has about 7,000 views at this writing contains Bologna's name and possible phone numbers and addresses, along with a list of potential family member names. It reads:

You know who the innocent women were, now they will have the chance to know who you are. Before you commit atrocities against innocent people, think twice. WE ARE WATCHING!!! Expect Us!

According to a 2005 article in the Villager, Anthony Bologna has been with the NYPD for nearly 30 years. He was in charge of Lower Manhattan's police precinct for five years, before becoming the "borough executive" of the Manhattan South Precinct in 2010.

What might Anonymous do with this information? One popular Anonymous twitter account asked: "Question: what kind of pizza do you think Antony Bologna would like?"—a reference to the group's favored harassment tactic of sending a flood of pizzas to victims' houses. If Bologna has any nude pics floating around he might want to clean those up, as Anonymous leaked nude pics of a BART spokesman during protests of San Francisco's public transit police.

NYPD, which told the New York Times pepper spray was deployed "appropriately," did not immediately return a request for comment.

Despite a prohibition on spying within the United States, the Central Intelligence Agency played a key role in transforming the New York Police Department's intelligence unit into a cutting edge spy shop dedicated to gathering information on Muslims, and not just in New York.

That's according to a new report out Wednesday by The Associated Press, which claims a veteran CIA agent helped train one of the NYPD's detectives in advanced surveillance methods. They also sent an undercover agent to work in the department, the report says.

In the aftermath of last week’s riots in the United Kingdom, the NYPD has held a “mobilization exercise” to train police to prepare for civil unrest in the United States, while also launching a program designed to spot signs of potential trouble via social networking websites.

The NYPD Disorder Control Unit brought together police from all five of the city’s boroughs to rehearse what the response would be “should out-of-control riots break out here”.

“Approximately 180 police officers total from each borough’s task force, including the horseback and aviation units, came out for the drill,” reports the Metro.

However, unlike in the United Kingdom where the rioters mainly comprised of teenage kids taking the opportunity to steal iPods and other high-end electrical goods, civil unrest in the United States is far more likely to have a political motivation.

With many Americans now becoming “pre-revolutionary” as a result of their fury at the Obama administration and equally unpopular lawmakers in Washington, potential civil unrest could spring not just from a poverty-stricken underclass, but also the shrinking middle class.

Perhaps that’s why the Department of Homeland Security is increasingly focusing its anti-terror apparatus on white middle class Americans, portraying them as domestic terrorist in a series of PSA videos.

Social networking websites like Facebook and Twitter came in for harsh condemnation following the UK riots, with Prime Minister David Cameron advocating authorities have the power to shut down access during times of public disorder.

For his part in decrying social media, Cameron was praised by none other than Communist China, which habitually censors the Internet to hide political corruption or prevent legitimate protesters from receiving media attention. The Communist state routinely uses such powers, which Senator Joe Lieberman has called to be introduced in the United States, to cover up atrocities and abuses against its own citizens.

Twitter, Facebook and Youtube are all banned in China and even sanitized government approved versions of these websites are now being shut down for long periods of time so that they can “remove all politically sensitive content under orders from Chinese internet authorities”.

It is the most appalling attack of terrorism ever to hit America - as you have never seen it before.

A chilling new video has emerged from a police helicopter which was in the sky above New York on the day of the 9/11 attacks.

Hovering just 300ft above one of the Twin Towers, the camera peers down on to the burning roof and captures the thick clouds of black smoke billowing out after the planes have gone in.

Never before has anybody outside of official inquiries seen the disaster from such an angle.

The footage makes clear that the top section of both buildings was turned into a charred wreck when they were struck and there was no hope for those trapped inside.

The 17-minute long film was part of the evidence used by the official inquiry into the collapse of the World Trade Centre buildings.

The investigation, conducted by the National Institute of Standards and Technology used the Freedom of Information Act to get hold of the footage but it was not made public.

Now, however, it has been posted online by secret-sharing website Cryptome along with a series of pictures taken by NYPD helicopters that were on duty that day.

The film begins with the helicopter flying past the Twin Towers after both have already been struck by planes.

It hovers to within 300ft of the roof of one so that the acrid smoke billowing out into the sky can be clearly seen.

The flypast also gives a chilling view down the tower showing the extent of the damage and the flames coming out where it was struck by the passenger jet.

The police helicopter then lands in a park nearby and carries on filming, capturing thousands of people running for their lives through the streets.

Throughout there is panicked but but indistinguishable chatter over the airways until the film cuts to the helicopter back in the air.

By that time the South Tower had already collapsed.

‘The whole side! It’s gone, it’s the whole tower. Holy cr**!’ says one of the pilots.

‘They knocked the whole freaking thing down! The other one’s going to go. Holy...holy cr**. The whole tower’s down.’

The helicopter then spends some time hovering in the sky watching the remaining tower pour smoke into the air like a giant chimney before landing at their base where the camerman films the North Tower collapsing.

An unidentified voice on the police radio can be heard saying: ‘The North Tower is down. All personnel be advised the North Tower is down.

‘Request assistance, request...Unit request’.

The police pilot says: ‘Holy s***. That’s it, biggest disaster in the world, right there’.

Also released by Cryptome were dozens of photographs taken by NYPD helicopters which show the collapse of the Twin Towers from angles which have not been seen before.

In one particularly striking picture the South Tower appears to be bend over and collapse in on itself as it crumbles to floor.

Some 2,996 people died during the September 11 attacks in 2001, the worst non-wartime loss of life in U.S. history.

The three-year probe by the NIST blamed fires caused by the planes that flew into the the Twin Towers for causing the ‘extraordinary event’ that led to their collapse.

A New York City police officer accused of hitting a bicyclist with his car and driving off without reporting it was charged on Tuesday with assault and reckless driving.

On the afternoon of June 14, the authorities said, the officer, Louis Ramos, was headed the wrong way on Jay Street in Brooklyn, with his lights flashing and siren blaring, when he drove through a red light and struck the cyclist at Sands Street.

Officer Ramos and his partner, Paris Anderson, got out of their police car, dragged the cyclist to the curb, handed him a tissue and drove off without calling an ambulance or reporting the accident, said Charles J. Hynes, the Brooklyn district attorney, in a criminal complaint. Surveillance cameras captured the encounter.

The cyclist suffered cuts and bruises on his face and a fractured wrist. He was treated at Long Island College Hospitaland released.

In addition to assault and reckless driving, Officer Ramos was charged with leaving the scene of an accident where there had been an injury. He pleaded not guilty. He and Officer Anderson were suspended without pay last month.

The case comes amid heightened friction between police and cyclists. Two videos showing officers shoving cyclists to the ground in Times Square during group rides — one in July 2008, the other in March 2007 — were widely seen online. One of the officers, Sgt. Timothy Horohoe, was found to have lied but did not face serious sanctions. The other officer, Patrick Pogan, resigned from the force and was convicted of lying, but a judge decided against jail time or probation.

uried deep in the heart of one of New York's outer boroughs, in an area inhabited by junkyards and auto-body shops, is an unmarked redbrick building that stands as an extraordinary symbol of police commissioner Ray Kelly's obsessive commitment to the fight against terrorism. Here, miles from Manhattan, is the headquarters of the NYPD's one-year-old counterterrorism bureau.

When you step through the plain metal door at the side of the building, it is like falling down the rabbit hole—you're transported from a mostly desolate, semi-industrial area in the shadow of an elevated highway into the new, high-tech, post-9/11 world of the New York City Police Department...

No one sees them coming. There are no flashing lights, no sirens. The black Suburban simply glides out of Fifth Avenue traffic and pulls into a no-parking zone in front of the Empire State Building. Moments later, four men spill out in combat helmets and heavy body armor: Two carry submachine guns; the others, snub-nosed shotguns.

Camera-toting tourists stop jabbering and stare at this intimidating new presence, their faces a mixture of curiosity and fear. Even jaded New Yorkers, many of whom work inside the midtown Manhattan landmark, look impressed.

A stone's throw down the sidewalk, Abad Nieves watches the scene unfold. Nieves is a detective with the Intelligence Division of the New York Police Department (NYPD). Casually clad in slacks and a black leather jacket, he monitors the response of people loitering in the area. Is anyone making notes or videotaping? Does anyone seem especially startled by the out-of-the-blue appearance of a heavily armed NYPD squad?

On this day, Nieves doesn't see anything overly suspicious, but he is pleased that the deployment created a strong impression. Known as a Hercules team, it makes multiple appearances around the city each day. The locations are chosen either in response to specific intelligence or simply to provide a show of force at high-profile sites.

"The response we usually get is, 'Holy s---!'" Nieves says. "That's the reaction we want. We are in the business of scaring people--we just want to scare the right people."...


Subway Riders Still Wary After Security Boost

NEW YORK (CBS) ―In response to two suicide bombings during Moscow's morning rush, the MTA has beefed up security in the City subway system, and to many riders that added a sense of security.

New York City is taking every precaution, with security measures seen and unseen, in order to protect mass transit riders.

The squads of black-helmeted, heavily armed cops are called Hercules teams, and they are intended as a show of raw muscle – at once a deterrent and a reassurance. Ever-realistic New York commuters take their presence at face value...
